Instances of delay or damage or hindrance to transit

(1) June 1923.
Provisions (preserved vegetables) from Hongkong for China Inland Missions and Mr. Consul General Sly wors detained on the ground that the receptacles did not bear an indication of the country of origin; consignmenta allowed to proseed 'exceptionally' since the regulation is that preserved vegetables cannot be allowed transit unless the reseptacles are stamped with the name of the country of origin.

60 Tins of preserved vegetables from Hongkong detained on sans ground as (1). These were American goods for Mr. Bangey of the British American Tobacco Co., and were detained from January

Personal effects of Mr. Milton (British Vice-Consul) took 6 weeks to get through from Haiphong to Yunnanfuj the 31 oases were all opened forcibly and the contents seriously damaged. Several articles were missing on arrival.
Total loss estimated at $400.
The Official explanation was that though the Customa authorities granted permission for free passage of the cases without examination, the transitaire or forwarding agent, it is stated, nevertheless insisted on opening the cases in order to avoid the presentation of false declarations to the custome,

Mr. Consul General Tours sent 91 cases of private effects from Tainan via Haiphong for Yunnanfu. The cases
